We are preparing a set of papers which we hope will be of use to those planning to implement a Grant Management system for the first time and those considering replacing an existing system.

We have seen dozens of Requests for Quotations/Tenders/Proposals (RFQ/RFP/RFP), Pre Qualification Questionnaires (PQQs) and other similar requests from multiinationals, government agencies and charities.  Many have been good and searching, others have been inadequate and misleading.  In this paper we set out a template which draws on our experience and is designed to help grant providers compile their own documents for a testing procurement exercise.

CC Technology has experience in designing complex systems for clients and has had to respond to numerous technical requirements specifications.  Some are well put together but many ask the wrong questions.   In this paper we describe some guidelines for those organisations who need to prepare a searching technical requirements specification, specifically for Grant Management.
